I would be grateful to you for more information about your proposal. It seems to me that the communication bottleneck, which such a proposal could help to unplug, is one of the most pressing impediments to efficient scientific development at this moment. There are of course other issues, but this one is the least likely to be entangled with broader problems of federal policy and I hope it can receive the early attention of the Congress.
