As I indicated in our telephone discussion we are consid-~ ering several institutional options at this time: (1) a free~standing Scientific Committee of OECD. This would operate in a way analogous to the McCracken Committee; (2) a completely free-standing international scientific committee analogous to the International Committee on Radiological Protection; (3) part of the international activity of the International Council on Scientific Unions; and (4) a new con- sortium of National Academy of Sciences specially set up to sponsor this activity. For several reasons, e.g., fund-raising from governments and immediate media. and public acceptance, we veer towards the first option and are exploring its feasibility at this time. I am going to think further about your suggestion of WHO. On the whole, we had not favored them as a possible institu-— tion -- poor track record, general method of operation, and slowness.
