Enclosed are two FCC opinions on foreign attachments. As for the criticism of the new ATT tariffs, interested parties have very recently filed their suggestions for tariff revision. The Department of Justice has requested a hearing on the matter of whether Bell is to be the only entity to install and maintain network control signaling devices which are the dial mechanisms. So far as I know, neither the Department of Justice nor the Department of Defense have filed new criticisms of the tariffs. However, I do anticipate some further changes in the Bell tariffs. The inquiry and notices on CATV are also enclosed. And the Stanford Research Institute reports on the computer inquiry may be made public in the future; their report on inter- service sharing in the land mobile communication services may be made available quite soon.
