May 6, 1969 Mr. Albert P. Blaustein School of Law Rutgers University Camden, New Jersey 08102 Dear Mr. Blaustein: Further to the subject of your article "The Legal Challenge of Population Control”, I imagine you will already have seen an article in Science by Bernard Berelson” reviewing the whole panorama of possible legal and soci&l controls. It has also appeared as a separate paper of the Population Council, and I would urge you to get hold of it if you have not already seen it, which you possibly have long since. I have a favor to ask of you as the real purpose of this letter. That is, to ask you whether you can help me find more detailed reports of the case mentioned on the attached sheet, which is the legal foundation for the use of chlorine to disinfect public water supplies. This paragraph from Johnson's article has been quoted and requoted many times, but I have not been able to find the original case reports. It is cited in 34 ALR 1337n, evidently as an unreported case. The earlier proceedings which were reported in N.J.Eq. are not particularly relevant. AIBL swe a I am particularly interested in more detail of the master's conclusions about the safety of the process and of the nature of the evidence submitted to him on this subject. Sincerely yours, Joshua Lederberg Professor of Genetics
