A few days ago, I received a letter from Dr. Hirota,’
He wrote me that you want to get a certificate which verified
that he got a degree of Doctor in Osaka University ain April
of this year. According to his request, I am enclosing here
two copies of the document. We shall be very glad if you
would give him facilities for getting more money.

He told me that if this request is accepted, he will
stay in your country and work with you for a few years.
We hope sincerely that he can display his abilities of an
investigator, with no thought of his daily living expenses.
