I am enclosing a copy of the most recent report of the U.S.-Japan Coopera- tive Medical Research Program because it details cooperative bilateral programs between our two countries that have been in existence for many years and cover many of the subjects mentioned by you as potentials for multila- teral consideration. It has just been decided to add a “panel” on AIDS to the program, beginning this year. I do not know how the overall Japanese proposal will fare but I thought that this document might offer some basis for further discussions in which you might participate. Incidentally, this is the program that both Ted Woodward and I referred to in our discussions with the Soviets on the structure for a cooperative program.
