Dear Mr. Claytor:

I was honored to receive your invitation of February
29th to participate in the 45th JCOC to be held this June.
With deep regret I have to say that it is impossible for
me to accommodate my schedule to this opportunity on this
notice.

As you may already have been aware, I have recently
been seconded to the Defense Science Board and this has
given me some opportunity to intersect with a variety of
problems concerning the Department of Defense; nevertheless
I regret not being able to take advantage of this extraor-
dinary opportunity at firsthand observation of some of our
bases and operational forces.

Although it is therefore not possible for me to attend
on this occasion I wonder if I could ask for some of the
major annual publications of the National Defense University
which have dealt with an overview of our security challenges.
If I am not mistaken there has been an annual series that
may well have been used in connection with previous JCOCs or
