Arms Control as Defense Policy
It may be time to write a history of the idea of this kind of bargaining.
I don't know if you'll find it in Clausewitz. It was certainly absent at the Casablanca Conference (and Unconditional Surrender Doctrine). Kecskemeti may be the author of the postwar revival/invention . . ? but of course it was the Bomb that compelled it. Have you ever thought of such an enterprise?
