a PCP meeting in NYC.
I would like to call at best one if possible here at R.U. I realize attendance by NCI staff will be sharply reduced but there is nothing in the statute to mandate so many man-hours expenditure. Issue: how the IRG [arrow symbol] NCAB mechanism is working (esp. with dilution of expert members); and are there constructive alternatives to present arrangements?
We can discuss by phone before I submit formal request [?].

If I stay on panel [mark to note, What is legal situation if, as I expect, nothing is done by White House by Feb 20?] I would like to suggest two of our meetings (or 3) away from Washington: N.Y., SFo-Bay; Madison are credible and attractive sites.
