Dear Dr. Lederburg:

I expect you have seen something of Jerry
Weisner's address to the National Council of
University Research Administrators. [I enclose
the account from the Washington Post.

If it is a problem for M.I.T., I would also
assume it is one for Rockefeller University as well.

Is there anything I might do to help? I
served on the PSAC in its latter and somewhat
inglorious days, and was also a member of the
board of the AAAS. The recurrent subject in
those days was the reduction in research grants.
(Most of this was mere griping--grants were
being shifted from one area to another, in line,
as best I could tell, with intelligent enough
calculations.) But the OMB regulations sound
more ominous. What do you think?
