my deep gratification and respect
fpr the position you took on "pre-
ventive detention" in the Senate
on the 16th.

May I note that there are many
technological possibilities for
maintaining whatever degree of sur~
veillance may be necessary for in-
dividuals on bail without going to
punishment before due process. Some
ef these are hinted at (but can be
easily imagined by following the
reasoning) in the attached article.

The main point is that we de-
cide that it is vital to make a
substantial investment to protect
Constitutional rights of citizens
who are indeed innocent until con-.
victed.
