KYROS DISTRICT 1 - CUMBERLAND MAINE REGIONAL MEDICAL PROGRAM Working from a background of experience with the famous Bingham Asscciates Program, the Maine Regional Medical Program is well underway. A new, non-profit corporation with broad-based membership of various health interests in the state was formed for the purpose. Planning was focused on study of needs and patterns of medical care and continuing education with the cooperation of Tufts Medical School. The focus is on the community with coordinators in.each community hospital which are being developed as centers for diagnosis, treatment and education with the support of regional hospitals and the university medical center. Organization and Staffing A non-profit corporation was formed in Maine to act as the grantee, and its membership consists of 51 persons representing various health interests within the state. On August 1, 1967, Dr. Manu Chatterjee assumed the role of full-time Program Coordinator. Three other professional staff members have since been appointed. There is also an elected Board of Directors of the corporation, consisting of 15 persons who are members of the corporation, and four officers who are similarly elected from the corporate membership. This Board establishes policy for the grantee organization. Subregional Development As the home of the Bingham Associates Fund since 1932, Maine has a unique background for the regionalization of health services. Building on that foundation, Maine is attempting to organize around various community hospitals located throughout the state. Maine : ; -2- Regional Advisory Group The Advisory Group in Maine is now made up of those members of the corporation who are not serving as either directors or officers of the corporation, This group provides the program with overall advice and guidance for planning and operation of the Maine RMP. In addition, the group makes a continuous review of the effectiveness of the planning and operational activities as they relate to the attainment of the objective of improved patient care, Planning Activities The planning phase of the program has focused upon analyzing existing patterns and needs of medical care and continuing medical education throughout the state, A Planning Committee, composed of the Board.of Directors of the grantee organi- zation and representatives of Tufts School of Medicine, has coordinated the various program elements and set priorities for the ‘Planning phase. Some of the specific activities undertaken include: (1) an assessment of the existing resources and relationships as they relate to the Regional Medical Program's categorical emphasis. (2) establishing teaching programs for interns, residents and practicing physicians, (3) developing community hospitals as centers for diagnosis, treatment and for education within the program with the support of regional hospitals and the university medical center, To help achieve the above activities, the program has appointed hospital coordinators in each of the community hospitals to serve as liaison to the Maine RMP staff. A committee of practicing physicians will be appointed to advise the program staff on both policy and program matters, Relationship to Comprehensive Health Programs There are some overlapping memberships of the Maine Advisory Group and the Board of the Health Facilities Planning Council, There is also some indication that a merger of the latter council and the RMP grantee in Maine is a very real possibility. ° ADVISORY COMMITTEE FOR PLANNING FOR REGIONAL MEDICAL PROGRAMS IN MAINE Chairman Dr. Merle S.
