eM Strategy for Ceiling Control There will be one centrally controlled ceiling for HRP. Clerical vacancies will be filled as they occur. Professional vacancies will be filled on an exception basis only. As need for professionals arise employees within the 3 current divisions will be given consideration before going outside. If recruiting from the outside becomes necessary, eny individual considered must fill a need in the projected HRP organization. All hires from outside must be approved by the executive committee.
