We have reviewed the Guidelines pertaining to the Pilot Arthritis Program and it appears that support of this type of activity is an allowable cost. There is a problem, however, in determining — how to make the $1,000 payment. The funds allocated by RMP for each project. are for the performance of specific activities as stated in the contract. By the same token, each project director is committed by his contract to spend monies on specific contract activities. The questions that arise are who would have the authority to make the $1,000 payment and can contract funds be used for other than contract activities.
