In accordance with our telegram of July 5, 1973, enclosed is an award containing  a prorated portion of the amount authorized by the Department for distribution at the end of fiscal year 1973.
Expenditure of these funds cannot be made until instructed by this Service.
If your budget period has been extended, it is because it was considered necessary to provide additional time to expend the funds once we authorize their use. The date, if extended, need not be considered a final date for the current budget period unless later it is determined to be so.
