aL *#EOOO?I " | | © @ am ig DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE CHARTER REGIONAL MEDICAL PROGRAMS AD HOC REVIEW COMMITTEE Purpose The Secretary and by delegation the Administrator, Health Resources Admin- istration, are authorized under Sections 903, 904, and 910 of the Public Health Service Act, as amended, 42 USC 299c, 299d, and 2995, respectively, to make grants relating to patient care in the fields of heart disease, cancer, stroke, and kidney diseases, and other related diseases. Authority A42-USC 217a; Section 222 of the Public Health Service Act, as amended. Committee is governed by provisions of Public Law 92-463, which sets forth standards for the formation and use of advisory committees. ‘Funetion The Committee will review applications for grants under Title IX and make. recommendations to the National Advisory Council on Regional Medical ‘Programs with respect to the approval and funding of such applications. r Structure The Regional Medical Programs Ad Hoc Review Committee shall consist: of:.25. members, including the. Chairman. Members shall be selected by the ‘Secretary, or his designee, from authorities knowledgeable in the fields ° -of the practice of medicine, other health professions, public health;. ‘medical center administration, hospital administration, and other areas related to the activities of the Regional Medical Programs. Members shall be invited to. serve for the duration of the. committee, which shall be for one year. . Management and staff services shall be provided by Assistant to the. Director, Division of Regional Medical Programs, Bureau of Health - Resources Development, who shall serve as Executive Secretary. ‘Meetings Meetings shall be held semiannually or as often as necessary at the call of the Chairman, with the advance approval of a Government official who shall ‘also approve the agenda. A Government official shall be present at all meetings. Page 2 Meetings shall be open to the. public except as determined otherwise by the Secretary; notice of all meetings shall be given to the public. Meetings shall be conducted, and records of the proceedings kept, as required by applicable laws and Departmental regulations. Compensation Members who. are not full-time Federal employees shall be paid at the rate: of $100 per day, plus per diem and travel expenses in accordance with Standard Government Travel Regulations. Annual Cost Estimate Estimated annual cost for operating the committee, including compensation and travel expenses for members but excluding staff support, is $23,000. Estimate of annual manyears of staff support required is 1 at an esti- mated annual cost of $10,000. ‘Report A»report shall be submitted. to the Secretary and Assistant Secretary for Health: through the Administrator, Health Resources Administration, not — later than 15 days after termination of the Committee, which shall contain as a minimum a list of members and their business addresses, the com- mittee's functions, dates and places of meetings, and a summary of committee activities and recommendations made. A copy of the report shall be pro- vided. to.the Department Committee Management Officer. Termination Date Unless renewed by appropriate action prior to. its expiration, the Regional Medical Programs Ad Hoc Review Committee will terminate on September 30, 1974. ‘ APPROVED: WAY. 1974.
