July 6th, 1973 Dear Senator McIntyre, Thank you for your letter of June 19th. I appreciate your writing me about S. 1100. Unfortunately, I do not feel it will create the basic reforms so urgently needed in health care. Why apply patches when totally new approaches are needed? I would like to urge your review again of the Health Security program embodied in S. 3. Leaving aside all of the unfair allegations made about its cost by the Administration, I think you will see that the see that the Social Security system offers much greater potential than the insurance companies for creating the necessary reforms and for ending the nightmare of health costs. With all good wishes, Yours,
