Please find attached a draft regarding nomination and rotation procedures for members of the Committee on Human Rights. It was written by Bob Kates at Lipman Bers' suggestion. We would appreciate your comments and suggestions.

Human Rights Committee Membership
1. There shall be a total of 11 members of the committee, 9 NAS, 2 IOM, plus 2 liaison members from the NAE.  If the NAE assumes regular membership, the committee should be expanded to accommodate them.  IOM members are appointed by the president on recommendation of the IOM.
2.  NAS membership should be by rotating 3 years terms, one third of NAS members rotating off in any year.  Members, however, should be eligible to reappointment for one additional 3 year term.
3.  Vacancies shall be filled by the president from a list of correspondent members presented to him by the committee with a choice of nominees for such vacancy.  The list should be drawn by the committee in such a way as to ensure
a) continued representation of the major NAS constituencies
b) some members with skills in major international languages
c) some members with high visibility in the international scientific community
4.  The chairman and staff will draw up a preliminary list and a request to the committee for further nominations based on the above criteria with nominations for the following year to be approved at the spring meeting of the committee.
5.  To initiate the desired rotation,  the current seven members and new appointments should be allotted terminal appointments of different lengths of up to three years (subject to reappointment for one term).  This combinatorial problem should be solved by the chairman of the committee.
