  Paragraph 1, of "General Orders," No. 92, of October 26, 1861. is so
far  modified as to  require the submission to  the Secretary of War of
plans for hospital accommodation of the sick, only in cases which, in
the  opinion of the Quartermaster General, or of the  Surgeon General,
require special action of the Secretary.
