James Wilfon an overfeer of the poor reported the fituation of the fick and poor at Bufti-Hill, an4 that Dr. Phyfick, Dr. Cathral, Dr. Annan and Dr. Leib, are the attending Phyficians at that place. The following perfons have offered to affift the overfeers of the poor, viz. Samuel Wetherill, Henry Deforeft, Ifrael Ifrael, Thomas Peters, Thomas Wiftar, Jofeph Infkeep, Andrew Adgate, Stephen Girard, Caleb Lownes, John Mafon. Who are requefted to report the ftate of the fick and poor in the city and vicinity, and meafures for their relief. Adjourned. At a meeting of the citizens of the city and its en~ vironsheld at the City-Hall September 14th 1793. Samuel Wetherill was appointed Chairman and Ca- leb Lownes Secretary* The ( 4 ) The report of the committee appointed at the laft meeting, to make enquiry into the fituation of the afflicted under the prefent prevailing malignant diforder in the city, being produced, was read and is as follows. Philadelphia September 12th 1793- " At a meeting of a number of citizens held at the Court-Houfe, this evening, in confequence of an ap- pointment of the Mayor and others, convened at the City-Hall", to take into confideratkm the prefent cala- mitous ftate of the city and its environs. Prefent, Stephen Girard, Henry Deforefl, Thomas Wiftar, Andrew Adgate, Samuel Wetherill, Jofeph Inlkeep, Ifrael Ifrael, John Hawkins, Thomas T. Peters, Caleb Lownes, and feveral of the overfeers of the poor, Samuel Wetherill in the chafr. " Having made enquiry into the fituation of the poor and afflicted, they are of opinion, that it is not in the power of the overfeers and guardians of the poor to af- ford the neceflary aid which the cafes of the fick require, that the citizens be again convened, in order that fome effe&ual means may be ufed, and a plan adopted to .mitigate, and, if poffible, to afford relief to the afflict- ed, both in the city and at the Hofpital at Bufh-Hill. On Motion, " Refohed,—That the Secretary be directed to pub- lish the foregoing minute and to requeft the citizens to attend a meeting, to be held at the City-Hall at 12 o'clock ( s ) o'clock, on the 14th inftant: and that in the mean time Ifrael Ifrael, Thomas Wiftar and Caleb Lownes be defired to confer with the Phyficians who have the charge of the fick at Bufh-HUl, and obtain information of their fituation, and furnifh the necefTary aid and re- lief in their power to afford* On Motion, " Refolved,—That, as this city is much expofed, for want of a fuitable place to receive and accommodate thofe that are afflicted with malignant diforders—and that as the increafed trade and population fubje£ts the citizens to conftant danger from the numbers that are daily arriving from foreign parts, where infectious dif- orders are frequently prevalent} that this fubjecl be laid before the citizens at their next meeting, in order that fome fleps may be taken to bring the fubject before the Legiflature, that the evils now experienced may be avoided in future, by fuitable and comfortable pro- vifion for thofe who may fuffer a fimilar affliction." At an adjourned meeting held at the Court- Houfe—September 14th 1793. Prefent, Samuel Wetherill, Jofeph Infkeep, Andrew Adgate, Ifrael Ifrael, Thomas Wiftar, Henry Deforefl, Stephen Girard, Thomas Hafrifon, Caleb Lownes, and feveral of the overfeers of the poor. The committee appointed to confer with the Phy- ficians who have the charge of the fick at Bufh-Hill. Report, " that they have attended to their appoint- ment, and have produced the following account of the fituation of that Hofpital—as given by Doctors Cathral and Phyfick. " That ( « ) " That the Hofpital is without order or arrangement, far from being clean, and ftands in immediate need of feveral qualified perfons to begin and eftablifh the necefTary arrangements.—There are five or fix female attendants; but none qualified for the proper manage- ment of the fick.—It is attended by four Phyficians, viz. Doctors Cathral, Phyfick, Annan and Leib—the htter is indifpoied, and unable to attend- " That there are immediately wanted, A perfon qualified to arrange and manage a Hofpi- tal, as fteward. A perfon qualified to act as barber and bleeder,— and eight nurfes* That it is unneeefiary to enumerate all the wants: they are numerous, and call for fpeedy attention but the above mentioned require infant attention, which, when fupplied, will reduce the number to a few, and render the inftitution ufeful and beneficial. "Whereupon it was agreed, that the following propo- fitions be laid before the general meeting of the citizens, viz. i. That a furfl of money be inftantly procured. 2. That a large committee be appointed from the different parts of the city, Southwark and the Northern Liberties to aid the fick and diftrefTed. 3. That they have full power to act as circumftan- ces may require. 4. That they keep ajuft account of their proceed- ings and expenditures, and report to a future general meeting of the citizens. " Refolved, ( 7 ) ** Refolved, that the chairman and fecretary attend the senfuing general meeting with the proceedings of the committee. Extract from the minutes Caleb Lownes Secretary" Agreed unanimoufly. That fifteen hundred dol- !ars be immediately procured for the purpofe of furnifhing fuitable accommodation and fupplies for the ufe of the afflicted under the prevail- ing malignant fever, and that Thomas Harrifon, Tho- mas Wiftar, and Caleb Lownes, be appointed a committee to procure the faid fum at the Bank of North America. That, Matthew Clarkfon, Mayor of the city, Samuel Whetherill, John Connelly, Jon: D. Sergeant, Jacob Weaver, Caleb Lownes, John M'Culloch, Thomas Wiftar, Jofeph Infkeep, Ifrael Ifrael, William Robinfon, Thomas Harrifon, Jacob Whitman, Stephen Girard, Henry Deforeft, Jofeph RufTel, John Letchworth, Andrew Adgate, James Swain, Matthew Carey, James Sharfwood, Thomas Savery, John Haworth, William Cliff ton, James Kerr, and Samuel Benge, Peter Helm, be a committee to tranfact the whole of the bufinefs relative to mitigating the fufferings of thofe that are or may be afflicted with the diforder prevalent in this city and vicinity—to procure^ Phyficians, nurfes, and at- tendants, ( 8 ) tendants, and generally to furnifh thofe things that now are or may become neceffary to be procured for the above mentioned purpofes. That they or a majority of them, have full powers to appropriate fuch fums as may be necefTary for obtain- ing fupplies—for compenfating thofe who may be employed in the bufinefs under their direction, that they keep a fair account of their proceedings and expenditures and report to a future meeting of the citizens. Refolved, That Matthew Clarkfon, be Preftdent of the board. Samuel Wetherill, Vice Preftdent. Thomas Wiftar, Treafurer, and Caleb Lownes, Secretary. Refolved, that the faid committee take under their confideration the propriety of providing fuitable accom- modations for the reception of fuch as may hereafter be afflicted by fimilar complaints, and to guard againft the dangers to which this city is expofed from its en- creafed trade and population, and the danger which the daily arrivals from foreign parts, where malignant diforders are frequently prevalent, conftantly fubject it to, and to report thereon at a future meeting. IN confequence of an appointment, at a general meeting of the citizens held this day at 12 o'clock, at the City-Hall, the following perfons attended. Thomas Wiftar, John Letchworth, Matthew Carey, James Swain, Samuel Benge, James .Sharfwood, Stephen Girard, James Kerr, Thomas Harrifon, Peter Helm, Thomas Savery, Henry Deforeft, Ifrael Ifrael, Jofeph Infkeep, and Caleb Lownes, Secretary. Ifrael Ifrael was appointed Chairman pro. temp. The committee appointed to procure a fum of mo- ney for the ufe of the Hofpital at Bufh-Hill, &c. Re- port, that they have applied to the prefident of the bank of North America, depofited the necefTary obliga- tion, and fhall have the fum of fifteen hundred dollars ready on the 16th inftant. Refolved, that Ifrael Ifrael, Matthew Carey, James Swain, Andrew Adgate, Thomas Savery, John Connelly, Stephen Girard, Jacob Weaver of B, the ( io ) the Northern Liberties, James Sharfwood, and Joh» M'Culloch, of Southwarh, be a committee to fuper- intend the bufinefs at Bufh-Hill and to agree with and appoint the necefTary officers at that place. Refolved, that the Treafurer advance fifty dollar to each of the above named committee, for current expenfes, and to continue to advance upon their drafts as often as they may require, and that they individually make a weekly return of their expenditures. Refolved, that James Kerr, Thomas Wiftar, and John Letchworth, be a committee to prepare fuitable car- riages for the ufe of the Phyficians and for the difeafed, Refolved, that the committee be empowered to ad- vance fuch fums of money to poor families, at their houfes, who are afflicted with the malignant diforder, and to render them fuch fervices as may be in their power to afford. The commitee appointed to the care of the Hofpi- tal at.Bufh-Ilill, report, that they have attended to their appointment and have produced their minutes, which areas follows. Bush- ( II ) " Bush-Hill Hospital Committee. " September i$th 1793. "Prefent, Ifrael Ifrael, Matthew Carey, Henry Deforeit, Thomas Savery, James Sharfwood, Stephen Girard, James Swain, Jacob Weaver, " Refolved, that three members of this committee at- tend at the City-Hall daily, from nine in the morning 'till twelve, and from three to five in the afternoon, to receive applications for relief, and to afford fuch affift- ance as may be necefTary to perfons afflicted with the prevalent malignant fever." Stephen Girard and Peter Helm, report. " That they have vifited the Hofpital, and have made out a lift of articles wanted at that place." Thomas Wiftar is requefted to procure and forward them to the Hofpital. Several of the bedfteads being out of repair, William Hamilton, Carpenter, is defired to put them in order and to make as many more as may be wanted. It is agreed that he have two dollars per day for each hand he may employ there* James Kerr, and Ifrael Ifrael are defired to pur- chafe a horfe for the fervice of the Hofpital and to engage two men to attend the cart. Stephen Girard and Peter Helm, members of this committee, commiferating the calamitous ftate to which the fick may probably be reduced for want of fuita- ble perfons to fuperintend the Hofpital, voluntarily offered their fervices for that benevolent employ- ment.—Refolved, that their offers be accepted, and that they be encouraged immediately to enter upon the im- portant duties of their appointment. Received ( 12 ) Received a letter from John Todd, jun. incloflng a bank note for twenty dollars, for the ufe of the fick under the care of the committee, which was directed to be placed in the hands of the Treafurer. September l6th. in the Afternoon. Prefent, Ifrael Ifrael, Henry Beforef!, James Sharfwood, Thomas Savery, Jofeph Infkeep, James Swaine, Thomas Harrifoa, Andrew Adgate. Stephen Girard, and Peter Helm, the managers of the Hofpital at Bufh-Hill report " That the Hofpital is now fully furnifhed with officers and attendants, ex- cept a few nurfes, that the neceffary arrangements are made, and that the fick are amply furnifhed with the neceffary fupplies and accommodations; and that the bufinefs is now fo far matured, as to afford every affiftance, neceffary at fuch a*Hofpital." A note was received from the fteward of the Hof- pital, informing that laft night they loft eight patients ; and requefted twelve coffins- Refolved, that Henry Deforeft be requefted to pro- cure a number of coffins, and make report. Refolved, that George Richardfon, John M'Coy, Thomas Wade and Andrew Bearfticker be employed in the fervice of the Committee, the three firft to be under the direction of the fteward—the latter to at- tend the cart employed in removing the fick. Refolved, that five dollars be given to Samuel Bull- man, whofe wife and children are fick of the prevailing diforder. Refolved, that fix nurfes be immediately employed and conveyed to the Hofpital. John ( «3 ) John Burchall, offers his fervices at Bufli-Hill as an affiftant.—The Secretary is requefted to give him a let- ter to the managers of the Hofpital and if they fliould have occafion for his fervices that they employ him. Cyrus Buttle oners the fervices of himfelf, his horfe and cart in the employ of the committee, which are accepted, and it is agreed to allow him three dollars per day. Doctor Dc Veze offered his fervices as aPhyfician in fuch part of the Hofpital as may be afligned to his care. Refolved, that the Doctor be referred to the mana- gers of the Hofpital, and that in the mean time enquiry be made into his abilities and character, and if they fhould prove to be fuch as to juftify his being em-< ployed, that when the committee (hall go into the appointment of Phyficians, he have a part allotted to him. Received a letter from Thomas, Samuel and Miers Fifher enclofing a check on the bank of North Ameri- ca for one hundred and fifty dollars, for the ufe of the fick and afflicted under the care, of the committee which is direded to be handed to the Treafurer to be difpofed of agreeably to the defign of the donors. A widow, recommended by feveral refpectable citi- zens for relief for herfelf and feveral orphan children, made application for afliltance •, 2/ is agreed tiv.it flie have five crowns and a half. The manager, of the Hofpital report " that they have been cnga-ed in promoting the order of the houfc and that fundry fupplies are wanted," which are direct- td to be furnifhed. As it may fubject the fick to great ( 14 ) great inconvenience to lay on the floors until bedfteads can be made,—the Secretary is requefted to procure as many as he can, and have them conveyed to the Hofpital as early as poffible. The fecretary is requefted to publifh the following advertifement, viz. Generous wages will be given to perfons capable and willing to perform the fervices of Nurfes at the Hofpi- tal at Bufh-Hill; as the end defired by eftablifliing a Hofpital at Bufh-Hill, much depends on good nu rfin and attendance. The citizens of Philadelphia will render effential fervice to the fick, by aiding and pro- curing fuitable perfons for this employment. Thofe who are willing to engage, will pleafe to apply to Ifrael Ifrael, Thomas Wiftar or Caleb Lownes. At a Meeting of the Committee, September 17t/&. Prefent, Samuel Wetherill, John Letchworth, James.Sharfwood, Jofeph Infkeep, Thomas Wiftar, Thomas Harrifon, Jonathan D. Sarjeant, Andrew Adgate, James Kerr, Thomas Savery, Henry Deforeft, Ifrael Ifrael, Samuel Benge, John Connelly, and Caleb Lownes, Secretary. Stephen Girard, reports, " that the Hofpital is advancing faft towards order and regularity—'and that more effectually to promote the objects of the com^ mittee, there ought to be a place procured for the accommodation of the convalefcent." The Secretary is requefted to make enquiry and endeavour to procure a houfe for that purpofe. He ( i5 ) He alfo, reports, " that Doctor De Veze had vifited. the Hofpital, that he appears to be a profeflional cha- racter and that from the information he has received of his abilities and practice, in CaperFrancois, from per? fons who were intimately acquainted with him at that place, he believes him well qualified to perform the duties of a Phyfician at the Hofpital at Bufh-Hill." Whereupon it was refolved that the Doctor be defired to give his attendance at the Hofpital. James Kerr is defired to provide a horfe and chair for the ufe, and to be at the command of the Doctor. The manager further reports " that the fick ftand in immediate need of a variety of articles for their accommodation and ufe, a lift of which he now pre- sents to the committee." The Secretary is defired to caufe them to be procured and forwarded to the Hofpi- tal as early as poffible. Sundry irregularities prevailing among the perfons employed as nurfes and attendants on the fick, the managers are defired to difcharge the diforderly. The members of the committee are requefted to exert them-r feJves to procure a number of fuitable perfons to fupply their places. The Secretary reports, " that he has obtained bedfteads from the prifon and forwarded them to the Hofpital." The Apothecary attended, and infoims, " that the duties of his appointment are fuch as to render an afliftant indifpenfibly neceffary," which being taken into confideration, it was Refolved that endeavours be ufed t-3 obtain one immediately, A lad. ( 16 ) A lad belonging to Captain Burrows was buried by the committee, the expenfes to be born by the Cap- tain. Refolved, that the committee continue their fittings constantly at the City-Kr.il, until the fituation of the Hofpital, and ..iiiicted in the city, fhall render it pro- per tr> adjourn- The Secretary repzrts, cr iv::t he has'made enquiry refpeftin^ a fuitable place for accommodating the con- valefcents, that the large ftone barn at Bufh-Hill appears to be the molt fuitable place for the purpofe, w.idi could be obtained. On confideration it was refolved, that Ifrael lfvael be defired to fend a fuffici- ent number of perfons to remove the hay and other things which are in the barn, to a place where they may be fecured from lofs or damage, and that the managers be inftructed to take meafures for fitting up that place for the accommodation of the convalefcent. N O O N. The managers cf the Hofpital returned from thence and offer it as their opinion, " that a Phyfician fliould be appointed to attend cotiJ}ui:tfy at the Hofpital They alfo. report, " that a number of patients are ad- mitted after the vifiting Phyficians have returned to the city, who have no relief till the next day at eleven o'clock, and that many fuffer for want of the above regulation." Which being taken under confideration, it was refolved, that a Phyfician be employed who will give his corJuur attendance, and that as foon as poffible. Refolved, that the Phyficians attending the Hofpital he requefted to -r.eet the committee to morrow morn- ing at nine o'clock. Ti < <7 ) The managers of the Hofpital have taken poflefiioa pf the following property left by John Jofeph Perrin, a French citizen who died yefterday, which is directed to be handed to Henry Deforeft for the ufe of the heirs of the faid J. J, Perrin when afcertained by legal proof, viz. one tortoife (hell watch, one pair filver huckles, one pair filver knee buckles, one Joe, vajue fix pounds, feven dollars and one ear-ring. They ajfo depofited in the fame hands, one fet broach the property of a perfpn unknown, who died laft night. The managers inform that they have employed the; following perfons at the Hofpital, NURSES, ATTENDANTS, Ann Beakly% Matron.. Peter Rofe, Peter Rofe's wife, Thomas Noer, Elizabeth Sooks, John Brown, Lydia Bolton, John Dudman, Elizabeth M'Cutchin, George Richardfon^ Sufan St. Clai r, John M'Coy, Catharine Magill, Thomas Wade, Ifabella Frederick, John Naifey, Nancy Cunningham, William Kelly, Samuel Pofey. Mary Saviel attending the committee, offered her fervices as an afliftant matron at the Hofpital at Bufh- Jrlill; being well recommended fo* her abilities, fobriety *nd attention as a nurfe and matron, it is agreed, that fhe be Recommended to the managers, and if it be agreeable to them, that fhe be immediately employed* and $at her pay be three dollars per dajr. C Pete* ( «8 ) Peter Barriere and Stephen Croufillat attended the committee and informed them, that Jofeph Mercier and wife are dead, and hare left two infant children, twins, about fifteen months old, without any perfon to take care of them (or the effects left by the deceafed, which are faid to be of confiderable value) except a fervant girl whofe character is unknown, which being taken into confideration, it is refolved, that James Kerr and John Letchworth be a committee to make enquiry into the circumftances—,obtain an account of the pro- perty and return it to the committee,—procure fuitable places for the infants and take fuch other meafures as may be proper on the occafion, The committee, on the foregoing bufinefs report, ,c that they have been to the dwelling of the late Jofeph Mercier, have taken the neceffary fteps to fecure the property and have brought with' them the following effeits, which are directed to be placed in the hands of the Treafurer to be held until legally called for, viz. one morocco pocket book, contents unknown, three gold watches' with the ornaments, one pair filver buckles, fourteen filver table fpoons, two filver table forks, eleven tea fpoons and one fnuff box. " That the reft of the effects found in the houfe are left in it, under the care of Peter Barriere, who has engaged to get the houfe cleaned, and have left the management of the affairs to him till further directed: " that they have procured a very fuitable place for the infants." The managers at Bufh-Hill, report, that the diffi- * ettlty apprehended from the failure of the pump, at the Hofpitalj is now removed by a difcovery of a |j>rjng in the vicinity which will afford an abundant fuppty ( *9 ) fupply of water, and that a fmall repair of the pump Will render it ufeful. " That t\e arrangements of the Hofpital are confi- derably advanced, and that the Hofpital will be capable of accommodating a much greater number of patients than on the former plan* " That the barn will be ready to receive convale- fcents in a few days," Orders were iffued to the carters for the interment of fix perfons this day, from the City-Hall. Sarjeant, Samuel Bertge, Jofeph Infkeep, Henry Deforeft, James Sharfwood, John Letchworth, Thomas Wiftar, Treaf. Thomas Harrifon, James Kerr, James Swain, Thomas Savery, John Connelly, and Caleb Lownes, Secretary. Stephen Girard and Peter Helm at the Hofpital. Refolved, that the managers of the Hofpital, at Bufh-Hill, have the entire direction at that place; and that they be empowered to employ and difcharge fuch perfons as they may think proper. The Phyficians agreeably to notice, attended, viz. Doctors Phyfick. Cathral, Leib and Annan—when a conference was had refpecting the ftate of the Hof- pital and the mode of affording medical affiftance. After fome time fpent upon the fubject, the Phyfici- ans produeed the following propofitions. ? h u i. That tne Phyficians will attend regular If eVefy day at eleven o'clock in the morning. 2. That for this attendance they fhall hare two guineas a vifit each. 3.- That Mr. Graham be prefcribmg Apothecary* to attend to thofe patient* who are admitted in the' abfence of the Phyficians, and that he be provided with two or more affiftants in the Apothecaries duties. 4. That Doctors Leib, Phyfick, Gatfrral and An- nan, have the entire direction of the Hofpital, to be arranged ia fuch manner as1 they ihall judge proper; and that in cafe of the indifpofition of either, he will provide a medjcal friend to attend for him." Which being confidered, were agreed to, With the addition of the following, viz.* That a room at the Hofpital be appropriated to the ufe of fuch patients* as are defirous of being under the direction of Doctor Deveze: that he proc ure the ne- eeflary medicine for his patients, to be made up at the expence of the committee^ and, if neceflary, that he provide a perfon to adminifter them. The Prefident produced a letter from a citizen, com- plaining of the route taken by the carters employed to remove the dead from the Hofpital j which being confidered it was agreed, that the carters be directed to proceed in future> from the Hofpital down broad ftreet to walnut ftreet, thence to the place of inter- ment. The prevailing calamity having deprived a number of children of their parents and guardians, and render- ad many of the latter who have fucvived, incapable of affording ( 21 ) affording thofe under their care the neceffary fuppor and protection ; The committee conceive it to be a duty incumbent on them to attend to thefe, as Well as to fufferers of other defcriptions who are labouring under the pre- vailing diforder, and to ufe their endeavours to provide for their comfortable accommodation and fupport. On motion, Refolved, that a houfe be provided for the accommodation of fuch; and that fuitable provifion be made for their fupport: that Ifrael Ifrael, Jame* Kerr and Thomas Harrifon be a committee to carry the foregoing refolution into execution. The managers Report that there are a variety of ar- ticles wanted for the ufe of the Hofpital, which are directed to be obtained and forwarded as fobn as pof* fible. Marv Parvin attending and offering herfelf as ma- tron of the orphan houfe, being well recommended for her fobriety and abilities, it is Agreed to employ her, and that fhe be allowed three dollars per day. Elijah Weed keeper of th? prifon, having reprefented that there are two perfon3 lately committed for flight offences, who it is apprehended have fymptoms of the prevailing diforder upon them ; to prevent the confe- quences of the diforder being introduced into that place, the Mayor is requefted to give them a dif- charge. There being a number of French failors and foldiers in the Prifon, belonging to the army and navy of the Republic of France, at the fuit of the minifter of that Republic, whofe continuance may be attended with alarming confequences fhould the prevailing diforder be introduced into the prifon, it becomes an indifpen- fible duty to ufe means to have them removed as early as poffible,—The Mayor is requefted to write to the Tniniffcer ( 24 ) minifter of France upon the fubject, and have them discharged from confinement in that place. Doctor Phyfick attended the committee, and in- formed them, that he was willing to take charge of one half of the Hofpital, which was agreed to, but the compenfatiori to him as well as to Doctor Deveze, was by their defire deferred until a future time. Several applications being made by poor and diftref- fed objects, fuffering in confequence of the prevailing calamity, who cannot obtain relief from the overfeers of the poor, on account of their abfence,- or be admit- ted into the houfe of employment by reafon of the refufal of the managers to admit them; their cafes were taken into confideration, and it was, Refolvedj that Ifrael Ifrael, Jofeph Infkeep and John Letchworth be a committee to receive applications from the poor, and adminifter fuch relief as their circum- ftances may render proper and neceffary. They were informed that the houfe is capable of ac- commodating two hundred patients more than it at prefent contains; which being confidered, it was Re- folved that the managers be requefted to meet the com- mittee to morrow morning at nine o'clock in order to confult upon means, for affording relief to the afflicted, not labouring under the prevailing difeafe. Doctor Phyfick being prefent, the confideration of the ftate of the Hofpital and the moft eligible mode of affording medical aid was again entered upon. The keeper of the prifon informed the committee, that there is reafon to fear that the prevailing difeafe hath made its appearance in the jail: and as a number of ( 28 ) pf French prifoners are there confined who are not charged with any crime, but held y.s deferters; and that the confequence of its breaking out, may be attended with many bad effects, it is Agreed, that the Mayor be requefted to write to the Miniftcr of France and ufe his endeavours to have them removed. A packet containing fundry articles the property of Captain Burrow's, who died this day at the Hofpital were delivered tp Henry Deforeft to be held for the ufe of the heirs of the faid Captain Burrows. Daniel Offley offering his afliftance to the commit-: tee, in fuch manner as they think will promote the object of their appointment. It was Refolved, that the offer be accepted and that he be requefted to attend their fittings. The overfeers of the poor of the Northern Liberties met the committee and reprefented that frequent appli- cations are made to them for the burial of the dead, and requeft that they may be furnifhed with a horfe and cart. Whereupon it was Refolved, that they be defired to provide a horfe and cart and render an account of the expence to the committee, who will provide for the fame. The further fervices of James Graham being un- neceffary, the managers are requefted to fettle his account in order for payment. Doctor Benjamin Duffield Reports, " that he has vifited the Hofpital and finds every thing there in proper order,—that he is fatisfied with the mode of practice of Doctor Deveze, and the treatment of the fick, and recommends the continuance of the French Apothecaries*" Lott Davis, John Miller, Mary Smith, Ann Maria Anthony and three children of Forbes Newton were fent to the orphan houfe. It was Agreed to pay one dollar per week for three weeks, for the fupport of Matthew M'Kean, a blind man who is going to his friends in the country. On complaint that fome of the coffins are not pro- perly pitched—it is ordered that meafures be taken to remedy this neglect, and that the perfons employed to make coffins be enjoined to be more attentive in future. Which inftance of fympathy and friendfhip for our fuffering fellow citizens claiming our grateful acknowledgment, it was Refolved, that the benevolent donors be early in- formed of the receipt of the above communications and donation, and that the thanks of this committee be tranfmitted to them. The number of patients at the Hofpital cncreafing daily, and there not being fufficient- room to accommo- date them comfortably, it was Refolved, that a houfe of fifty feet by twenty be inftantly undertaken, and compleated as early as poffible for the reception of the fick, with chimney's, &c. fuitable for fuch a place, and that Stephen Girard, Peter Helm and Thomas Savery be a committee to have the fame executed. F Clement ( 42 ) Clement Humphreys attended the committee and made an offer of his fervices in Southwark, to affift in forwarding the fick to the Hofpital, and in burying the dead. A note ( 43 ) A note was received from Jofeph Ruffell accompa- nying eighteen bundles of fhirts and fhifts for the ufe of the orphans under the care of the committee, the gift of the Widow Grubb at Chefter. A letter, with a fupply of provifions was received from the Gloucefter County committee and delivered to Elijah Weed for the ufe of the fick. They inform that their fubfcription has encreafed to near £200. and that they fhall continue to furnifh provifions regularly on the days preceding market days. The prefent fupply confifts of one lamb, two cheefe, twenty nine and an half pounds, fixty fowls, two bufhels corn, twenty five and an half pound butter, four dozen eggs, five and an half bufhels fweet pota- toes, half barrel vinegar and a bundle of cloaths and linen for the Hofpital. Elijah Weed offering to take the charge of provifi- ons fent for the ufe of the Hofpital from Gloucefter County and elfewhere—it is Agreed that his offer be accepted and that the Secretary inform the Gloucefter committee thereof. It being believed that every information relative to the effects of the prevailing diforder in this city would be acceptable to our fellow citizens, as well as ufeful to pofterity, it is Agreed that Edmund Hogan be em- ployed to make enquiry into the numbers of houfes that are locked up or deferted in the City and Suburbs, with fuch information on the fubject, as he may be ena- bled to obtain. Samuel Wetherill informs the committee, that the indifpofition of feveral of his family who are afflicted with the prevailing malignant difeafe, hath prevented his attendance for fome days ; that many apothecary fhops ( 44 ) fhops being fhut, it becomes the more neceffary, for the relief of the fick, for him to attend to the diftribu- tion of medicine at prefent; and therefore requefts, that the committee will excufe his abfence from their board, until he fhall be better enabled to give his atten- dance. The managers Report, that eighteen patients have died within the laft 24 hours—the greater part of them having been fent out within a few days laft paft. One died going out, fifty fix are convalefcents, and one hundred and thirty fix is the whole number now in the Hofpital. The general profpect of the Hofpital is favourable, and could the citizens be prevailed upon to go out as foon as they are attacked by the diforder the lives of many might be preferved. The Managers Reported the following Statement of Bufh- Hill Hofpital, this day. THE Manfion Houfe is divided into fourteen rooms or apartments, befides three large entries. One of the rooms is occupied by the matron and an affiftant woman under her ; eleven rooms, and two entries, by the fick ; one room by the fick, who are in a very low ftate, and the other apartment for the dying perfons. The fick men and women are in feparate appartments and attended by nurfes of their own fox. Each room, apartment, and entry, have their nurfes. The entry on the firft floor, hath a door-keeper, and the affiftant matron keeps conftantly herb-teas and beverage, to fupply the nurfes for the ufe of the fick. Every fick perfon is furnifhed with a bedftead, clean meet, pillow, two or three blankets, chamber pot, poringer, plate, fpoon and clean linen when neceffary. Each ( 53 ), Each nurfe is fupplied with two or three large pitch- ers, one bucket, houfe-cloth and fweeping brufli. The manfion houfe contains, one hundred and forty bedfteads. The new Frame Houfe built for an addition to the Hofpital, in cafe of neceffity, is 60 feet front and 18 feet deep with 3 rooms on the ground floor; one for the head nurfes of that houfe and the other two for the fick; each of the two laft contains feventeen bed- fteads, befides the loft, which may be ufed for the con- valefcents and will contain forty bedfteads. The barn is a large commodious ftone building di- vided into three apartments, one occupied by the Refi- dent, Doctors and Apothecary, one by the men con- valefcents and contains forty bedfteads, the other'by the women convalefoents which contains fifty feven bedfteads. The building adjoining to the r.anfion houfe is oc- cupied in the following manner. The Eaft end by the tenant of the place, the Weft by the cooks; one of the cellars for the provifions and the other cellar by the fteward and clerk. Some diftancefrom the weft of the Hofpital and in a private place there is a frame building erected to ftore the empty coffins and depofit the dead until they are lent to the burying ground. Befides the nurfes employed in the houfe, there arc two cooks, four labourers and three wafher women who are conftantly employed for the ufe of the Hofpital. The fick are vifited twice a day by two phyficians, Dodt. Deveze and Doct. Ben. Duffield, who prefcribe for ( 54 ) for them, and their prefcriptions are executed by the three refident phyficians and the apothecary. One of the refident Doctors is charged with the dis- tribution of the victuals for the fick; at 11 o'clock in the morning he gives them broth with rice, bread, boiled beef, veal, mutton and chicken, with cream of rice to thofe whofe ftomachs will not bear ftronger nourilhment; at their fecond meal which is at about fix o'clock in the evening, he gives them broth, rice, with boiled prunes and cream of rice; the fick drink at their meals porter or claret and water, their conftant drink between their meals, is centaury tea and boiled lemonade. A letter ( 55 ) A fetter dated the 5th Inft. covering the refolutiona of the inhabitants of Potts Grove and its vicinity, with fourteen fheep, were received, and another letter from the fame place of the 1 bth, with 106 Fowls. The managers inform the committee, that twenty patients died at the Hofpital the laft 24 hours; that they had received 15 men and 8 women, that feveral patients were fent to the convalefcent houfe, and that feveral are difcharged, cured. This day died Daniel Offley, one of the members of the committee. A letter dated this day was received, figned by Ben- jamin Brannon, informing that the inhabitants of the county of Delaware were contributing for the relief of the fick at Bufh-Hill, or for fuch perfons as may ftand in need of relief in the City or Liberties, and request- ing information from the committee on the fubject; the Secretary is requefted to anfwer it. The managers Report, that they have in their poffef- fion feveral parcels of money and other effects, the property of fundry perfons fick and dead at the Hof- pital. The following letter from Richard Varick, Efq. mayor of the city of New-York, dated 12th Inftant, was this day received, which the prefident was defir- ed to anfwer. New-York, Otlober nth, 1793. Although I fincerely lament the caufe of this corref-j pondence, it is with pleafure I do announce to you that the Common Council of this city, deeply impref- fed with the awful judgment of the Almighty on the American Nation, in permitting a peftilential difeafe to lay wafte and diforganize that once populous, well regulated and flourifhing filter city, the feat of Em- pire, by deftroying the lives of many valuable patriots and citizens and by driving many others of its nume- rous and very opulent and ufeful inhabitants into ex- ile, they have caufed five thoufand dollars to be plac- ed in my hands, and have directed it to be paid to the order of the Chief Magistrate of Philadelphia, and- they have requefted me to aclvife you of this meafurc and to pray you to draw on me therefor; you will there- fore be pleafed to draw upon me for that fum; at fight, and your bill will be duly honored. Extract from the minutes, ROBERT BENSON, Clerk. 0 On Motion Refolved, That a committee be appoint- ed to fettle the accounts of the different members of the committee who have received monies from the treafurer, and that John Connelly and James Sharf- wood be this committee. Refolved, That the fecretary apply to Mazrie and William Boyce for their affiftance in taking charge of the property of the orphan children, who now are or I hereafter ( 66 ) hereafter may become objects of the care of this com- mittee. Refolved, That a well qualified accountant be em- ployed, for keeping the accounts of the committee, and that Matthew Carey, be appointed to procure one. That an exact lift be obtained of the daily burials in each ground in this city and vicinity. From accounts received from different quarters of the city, it is evident that the diforder now raging, has for the laft week been more general and alarming than at any time fince its appearance—its greateft height being about the 12th, the mortality at the Hof- pital alfo at that period, being greater than at any o- ther time. Whether it is owing to the extreme malignancy of the difeafe, neglect, or delay of fending the patients to the Hofpital in the early ftage of the difeafe can- not be determined; it is remarkable that the greater part of thofe who die, terminate their exiftence with- in three days after their admiffion, many on the next day after, and frequent inftances occur of their dy- ing on the paffage to the Hofpital. The managers Report, that fixteen men and four Women have this day been received into the Hofpital and five men, and five women buried from thence. John Scriminger; Mary, John, Margaret, Norry and George Grogan; Kitty King; Elizabeth Neaves and Ann M'Glaughlin, were admited into the Orphan Houfe. Tallman, dated Norris-Town October 16th, 1793, covering feveral refolves of a number of refpectable inhabitants, at a meeting at the houfe of Jeffe Roberts " for the purpofe of forming fome plan towards the relief of the poor diftreffed citi- zens of Philadelphia"—to which letters, anfwers were returned. Which bill being delivered at the Bank; the amount was paffed to the credit of the Treafurer of the com- mittee. An anfwer to the letter from the Mayor of New- York, was this day forwarded by poft, copy of which is as follows, SIR, I A M favored with your letter of the 12th Inft., which I have communicated to the committee for th relief of the poor and afflicted of this City. It is with peculiar fatisfadtion that I execute their requeft by making in their name, on behalf of our fuffering fellow citizens, the moft grateful acknow- ledgements, for the feafonable benevolence of the Com- mon Council of the city of New-York; their fympa- thy is balm to our wounds. We acknowledge the divine interpofition, whereby the hearts of fo many around us have been touched with our diftrefs and have united in our relief. May the Almighty difpofer of all events be graci- oufly pleafed to protect your citizens from the dread- ful calamity with which we are now vifited! whilft we humbly kifs the rod and improve by the difpenfa- tion. The ( °~9 ) The part Sir ! which you perfonally take in our af- flictions and which you have fo pathetically expreffed in your letter, excites in the breafts of the committee the warmest fenfations of fraternal affection. The refrefhing rain which fell the day before yefter- day, though light, and the cool weather which hath fucceeded, appear to have given a check to the preva- lence of the diforder; of this we have fatisfactory proofs; as well in the decreafe of the funerals, as in the applications for removal to the Hofpital. Received a letter from Jofeph Shottwell, dated Bridge Town New-Jerfey, 18, Inft. covering two drafts in favor of Thomas Wiftar and Caleb Lownes for the ufe of the poor under the care of the committee; the firft on Emanuel Jofephfon for twenty pounds—the other for twenty feven pounds ten ffiillings on Henry Helmuth, both of the above dates, which are directed to be prefented for payment. The Secretary Reports, that he has called for pay- ment of the above drafts; the firft is refufed, the perfon on whom the fecond is drawn is not at home, the Se- cretary is directed to attend to the bufinefs and anfwer die letter. One from Phineas Bond, Efo. dated Moore-Hall 19th Inftant, covering a copy of fundry refolutions entered into by the inhabitants of Charleftown townfliipChefter county, relative to raising fupplies for the ufe of the poor, and requefting fome information how to proceed in forwarding them to the city, &c. Another from John Chaloner, dated Great Valley the 20th Inftant, communicating the difpofition of the inhabitants of that part of the country to afford fupplies for the relief of the poor of the city, and requefting information as above, the Secretary is defired to return anfwers to thefe letters. A letter was received from Jofhua Howell, dated the 18th, addreffed to Levi Hollingfworth and William Watkins, informing them that he had forwarded a flatt load of wood for the ufe of the poor; which was read and referred to John Haworth and Ifrael Ifrael. A letter was received from Ellifton Perot and Stan- diffi Ford, dated the 18th Inftant, relative to affording employ to the poor—Referred for future consideration. One from the Governor, covering a letter from Edward Crawford dated Chamberffiurg Oaober 15th, informing that the fum of one hundred and feventy- feven pounds nineteen ffiillings and eight-pence, had been colleaed by the inhabitants of Franklin County, for the ufe of the fick and poor of the city, which furn was received from the Governor and delivered to the treafurer. One from Paul Zantzinger, dated Lancaster 19th Inftant, informing that the fum of one hundred and ninety ( 16 ) ninety-four pounds fix fliillings and five-pence, hath already been collcaed, that there is a pleafing pro- fpea of a confiderable fupply of flour from the differ- ent townffiips in that county, and that a colleaion of grain, Sec. is making for the relief of the poor. That the fum of fifty-five pounds two fliillings and two-pence was raifed by the German reformed con- gregation of that place, for the ufe of the poor chil- dren whofe parents belonged to that fociety in this city and-have died of the prevailing diforder (to be un- der the direaion of the truftees) if there be any, if not that this fum is to be at the difpofal of the committee. He alfo forwarded a very handfome fupply of clothing in 38 packages, for the orphans under the care of the committee, which was prefented by the benevolent ladies of the Borough of Lancafter. A letter from Bowes Reed, Efq. dated Burlington 19th Inftant, informing that he had fent 20 cords of wood. One from John Clement Stocker, fecretary of the Potts-Grove committee dated 21ft Inftant, covering one hundred and fifty dollars for the ufe of the poor, &c. One from Benjamin Chew, dated Long-Ifland 19th Inftant, requefting attention to a diftreffed family of children. One from Ifrael Wheelen, dated Downings Town 20th Inftant, covering a check for five hundred dollars, being part of a fubfcription of the inhabitants of that part of Chefter County—which letter with thofe from the Governor and Paul Zantzinger, the prefident is defired to anfwer. John Letchworth produced a letter from Matthew M'Clain to whom allowance he.d been made by a form- er committee of relief, Referred ( 78 ) Referred to the prefent committee for the relief of the poor. The employment of a clerk to keep the book of ac- counts of the committee is referred to Matthew Carey and James Sharfwood. Stephen Girard produced an account of charges a- mounting to ten dollars, againft the eftate of J. J. Per- rin who died at the Hofpital, Jofeph Cloufel who hath administered upon the faid eftate claims fundry arti- cles which belonged to the deceafed and which are in the keeping of this committee. Agreed that thefe articles fhall be delivered to the administrator, he paying the before mentioned charge of ten dollars. On motion it was Refolved that the hams and cheefe received yefterday from Evefham be fold, and the pro- ceeds be laid out in fuch other articles as may be better adapted to the neceflities of the poor. Henry Deforeft is appointed to difpofe of them and make report. Herman Stout, was employed as clerk at the Hofpi- tal to reside there, and for whieh he to be allowed two dollars per day. The orphan committee Report, that there is more bufinefs for them to lay before the board than they are at prefent prepared to do, and therefore requeft further time. The committee for admissions and burials, Report, that they buried two and fent twelve to the Hofpkal vefterday. The committee of distributions to the poor, Report, that yefterday they relieved one hundred and eighteen families; ( 79 ) families; the amount of money expended for the pur- pofe is one hundred and fix dollars and twelve and an half cents, befides wood and provifions. The committee for purchafing wood, will report on Saturday. The committee for publication of letters are pro- ceeding in that appointment. Moved that a committee be appointed to collea fuch bills as are againft the committee, for fupplies, and that they report the 26th Inftant; afterwards weekly. Claypoole dated Trenton, 23d Oaober, informing that a fubfcription was begun there for the relief of the poor and diftreffed citizens of Philadelphia and re- quefting to be informed whether money or other arti- cles would Be moft acceptable. To this letter an anfwer was returned. A letter from Jofeph Potts of Potts-Grove 22cl Inft, was received, informing of his having forwarded two hundred and twelve fowls from the inhabitants of Douglafs townffiip, to Peter Robinfon's Mill for the ufe of the poor; Henry Deforeft, is requefted to fend a waggon for them. Received one hundred and fixty dollars from the in- habitants of Norris-Town, by the hands of John Pugh and Thomas W. Tallman for the ufe of the fick. The committe appointed to the care of the orphans made the following Report, of their proceedings, which the Secretary is direaed to hand to the Printer of the Federal Gazette for publication, viz. " To the committee appointed for the relief of the fick and poor, alHiaed with the prevailing malignant difeafe. The committee appointed to the care of the orphans Report, that on the 19th September, they engaged a houfe belonging to William Ralfton, in fifth ftreet, for the accommodation of the orphans under the care of the committee: and on the fame day they engaged Mary Parvin as Matron, and placed thirteen children under her^care; and between that time and the 13 th Oaober fourteen more were added to their number. That ( 8i j Tliat from the frequent replications for admiflions, it was neceffary to procure a more commodious place, which, by direaion of the committee they obtained. This houfe was formerly occupied, and is now known by the name of the Loganian Library : it is the proper- ty of John Swanwick, Efq. and although it was rented to a perfon who then occupied it, the exertions of that Gentleman foon prevailed, and we obtained poffeffion, with the concurrence of the tenant, on the lit Inftant. Your committee further Report, that from that time to the prefent, they have employed three men and fev- en women to affift the matron. That they have agreed with Doaor Samuel Duffield to vifit the houfe, and afford fuch medical aid as may be neceffary; and they doubt not but from the well- known charaaer of this Gentleman, that due attention will be paid to filch cafes as may require his affiftance. That the children have nowbecome fo numerous, that notwithftanding additional buildings have been erea- ed for the purpofes of wafhing, &c. they found it ne- ceffary to add another room of about 30 feet by 14, which it is expeaed will foon be completed. That from the firft eftabliffiment of this inftitution to this day, there hath been one hundred and fifty nine children admitted, forty three of whom are now out at nurfe, who appear to be well taken care of; thirty one have been delivered to their relations or friends, eight have died, viz. fix of thofe who were at nurfe and two in the houfe ; feventy feven remain in the houfe and are in general healthy and cheerful. That your committee are perfoaiy fatisfied with the condua of the matron, as well as of thofe who are em- ployed under her direaion. L It ( 82 ) It may not be improper to remark; that many of the children have not loft both their parents; but when one of them is deceafed, and the other fick, it has been the uniform praaice of the committee to admit the chil- dren into the houfe. The following Letter was received from Ambrofe Vari- not who was in poffeffion of the Houfe. Philadelphia, Oclober 4th, 1793. Gentlemen, IT was notified to me a few days ago, that you want- ed the houfe in fixth ftreet, known formerly under the name of Logan's Library, part whereof I then occupied, for the purpofe of accommodating the orphan children, who have loft their parents, by the unhappy diforder which now rages in our city, and the care whereof you have humanely taken upon you. The houfe was par- ticularly calculated on account of its fituation and the height of its cieling, for the purpofe of my works; I had made fome repairs to the windows and a clofet in the garret, and in order better to fecure the poffeffion of the houfe—I have paid forty eight dollars, or one half years rent, before hand : but knowing that private convenience and emoiument muft always give way to public utility and particularly at a time of general cala- mity as the prefent is, I thought it my duty to fubmit without ( 83 ) without oppofition, and found myfelf happy to have it in my power to contribute my mite towards your bene- volent purpofes; I therefore cheerfully removed to the houfe pointed out to me, though far lefs fuitable to my purpofes than the one I have quitted, and will moft willingly content myfelf there, until times alter; I only wifh to know upon what terms I am in the houfe I now occupy, what the rent thereof is and who is to pay it, as I can hardly think, that it is expeaed I fhall pay the rent here again, having paid in the other houfe the rent before hand until the 18th day of January next as before mentioned. I have therefore thought it my duty to lay thefe circumftances before you, and humbly beg that you will be pleafed to give me the neceffary elucidation in this refpea, and that in cafe circumftances fhould render the houfe in fixth ftreet no longer neceffary for your purpofes, you will be pleafed to give me the preference to re-enter into the fame again. Gentlemen, PERMIT your fellow citizens of Bucks county, to detain your attention a few moments from your lau- dable and unremitted exertions in the caufe of human- ity—Equally impreffed with a fenfe of the obligation, which ( 87 ) which as men, and citizens of the fame common coun- try, we are all under to afford each other every affiftance in our power, they requeft that you would fuffer them to ffiare the honors of benevolence, and partake with you in the offices of focial affeaion—The exemption of their particular diftria from the dreadful calamity which now afflias your devoted city, far from creating an indolent or unfeeling fecurity, fuggefts to their minds only the idea of what ought to be expeaed from them and every other citizen of our hitherto profperous community on this lamentable occaflon; for they can conceive no more acceptable method of teftifying their thankfulnefs to the All-wife difpofer of human events, for his particular mercy towards them, than by entertaining a proper tendernefs for the fufferings of their fellow-men, and a chearful readinefs to nar- row the dominions of diftrefs—They would alfo con- fider themfelves as having rejeaed all regard for the focial tie, if, whilft members of other focieties are voluntarily coming forward with offers of affiftance, they fhould be remifs in their endeavours to alleviate the mifery of our fellow citizens—Under thefe impref- fions a number of the inhabitants of Bucks County con- vened upon public bufinefs, joined by others whom a common principle of benevolence had affociated with them, came to certain refolves, a copy of which will be found inclofed, for the purpofe of procuring re- lief for the fick, and poor inhabitants of Philadelphia. Their diftance from the fcene of calamity net permit- ting them to afford any other aid than a pecuniary one, they appointed the committee who now addrefs you to make the neceffary arrangements for the colleaion of donations throughout the county, on the charita- ble occaflon. The distributing committee, Report, that yefterday they relieved one hundred and feventy three families, to whom they delivered 149 T^ dollars, twenty feven cords of wood, five hundred and forty loaves of Bread, ten fheep, twelve fowls and fifteen bufhels of potatoes, On the nth Inftant were received from George Fifher and Jonathan Shoemaker of Abington, eight bufhels potatoes, forty pounds weight of butter, thir- teen pair of fowls, twenty two and an half lb. cheefe and half a hundred of flour, a donation from the inhabi- tants of that townffiip. The Secretary is defired to caufe the following re- commendations to be printed in the News-Paper. " It is earnestly recommended to the citizens who have removed to the country during the prevalence of the diforder, and whofe houfes have been fhut up that previous ( 95 ) previous to their being reoccupied, they caufe them to be well aired for feveral days, by opening all the windows and chamber doors, in order that a free circulation of air may take place. Burning of nitre will correa the foul air which they may contain. Quick lime fliould be thrown into the privies, and the chambers white-waffied, efpeciaily where any of the family have been affliaed by the diforder; the former is of the greateft confequence. Thefe precautions being taken, it may reafonably be hoped, that no injury will arife from the return of our fellow citizens to their former habitations in the courfe of a few days, after the above recommendati- ons have been complied with." A letter from Benjamin Fuller of this city merchant, covering a check for one hundred dollars to be appropri- ated to the relief of the poor and fick, " to be applied to this purpofe jointly with the orphan children, who he wiffies to have the greateft part." A letter dated Bofton Oaober 24th 1793, from a Committee of a number of inhabitants of that town in- forming that they had chartered a veflel to- fail to the Mayor's addrefs, in a few days with 60 or 70 puncheons of Vinegar if fo much can be procured of a good quali- ty, and about 7 or 8,000 lbs. weight of tallow candles, that the amount of the contribution will be about 2500 dollars, balance of which after defraying the charges to be remitted in a bill of exchange. A letter from William Gibbons, Treafurer of a meet- ing of a number of heads of families and others in Weft Chefter dated 29th Inftant, covering a check on the bank for i88TVo dollars. A Motion ( !°4 ) A Motion was made and feconded, that a committee be appointed to wait upon William Hamilton, Efq. the proprietor of Buffi Hill, and confer with him upon the compenfation that he will defire for the ufe of that property, and to enquire what he will expea for the ufe of it for twelve months from this date, and that Ifrael Ifrael, John Connelly and Caleb Lownes be this com- mittee. The changeable ftate of the weather having induced the committee to believe that a too fudden return of our fellow citizens may be attended with dangerous confequence, it was agreed to addrefs them upon the fubjea—the following was prepared and fent for pub- lication. FELLOW CITIZENS. « The unfettled ftate of the weather, changing fud- denly from cold to heat, and from heat to cold, renders it unfafe for our fellow citizens, to croud, with too much precipitation into the city, efpeciaily into houfes which have not been prepared in the manner hereto- fore recommended. Although ( 105 " ) Although we can with confidence affert, that the diforder hath abated, as was formerly mentioned, and that there is the greateft reafonto hope that it willffiort- ly difappear; yet we cannot fay that it is totally eradi- cated ; as there is rcafon to fear that it may ftill lurk in different parts of the city. " After the long continued diftrefs with which our city hath been affliaed, the committee have the happi-* nefs to congratulate their fellow-citizens upon the re- turn of as great a degree of health, they unanimoufly believe, as ufually prevails at this feafon of the year. " They have heard of no new cafes in the malignant fever for many days; and they have great reafon to fuppofe that there will not remain any veftige of it in the city or fuburbs after a few days. " Applications for admiffion to the hofpital at Bufh- Hill have ceafed; Of ninety one patients who ftill re- main there, the phyficians are not apprchenfive of lof- ing above three or four: The convalefcents increafe daily. " Among the great number of our citizens who re- tired to the country, it doth not appear that one of them hath been attacked by the diforder fince their re- turn i- f *« ) turn; reports to the contrary have been circulated, which upon inveftigation have proved to be falfe. " Purifying the houfes where the diforder hath been, is effentially neceffary to prevent future in- foaion. The committee think it incumbent upon them to repeat to their fellow-citizens, and to urge in the moft preffing manner, the performance of this impor- tant duty.
