WAR DEPARTMENT, Washington, D. C., January 23, 1868. CIRCULAR ORDERS, No. 1. In future, whenever Medical Property is transferred, the transferring officer shall prepare Invoices in triplicate, two of which are to be given to the receiving officer and one sent, without delay, direct to the Surgeon General. The receiving officer shall prepare Receipts in triplicate, two of which are to be given to the issuing officer with a report of the quality and condition of the articles, and one sent, without delay, direct to the Surgeon General, accompanied by a copy of the report. When supplies are turned over to a quartermaster for storage or transportation, a dupli- cate of the quartermaster's receipt for the packages will be forwarded to the Surgeon General with the invoice. The original of the "Return of Property" must, in future, be accom- panied by a complete set of vouchers, consisting of Invoices for all property received, ami Receipts for all property issued. The attention of Medical Directors is specially called to Par. 1037, Revised Regulations of 18G3, and when it applies to a medical officer they will request the Commanding General of the Department to order the same to be promptly carried into effect.
