The following is hereby established as the ration for issue by the 
Subsistence Department to adult refugees and to adult colored persons, 
commonly called “ Contrabands,” when they are not employed at labor 
by the Government, and who may have no means of subsisting them- 
selves, viz: ten (10) ounces of pork or bacon, or one (1) pound of fresh 
beef; one (1) pound of corn meal five (5) times a week; and one (1) 
pound of flour or soft bread, or twelve (12) ounces of hard bread, twice 
a week; and to every one hundred (100) rations ten (10) pounds of 
beans, peas, or hominy; eight (8) pounds of sugar; two (2) quarts of 
vinegar; eight (8) ounces of adamantine or star candles; two (2) pounds 
of soap; two (2) pounds of salt; and fifteen (15) pounds of potatoes, 
when practicable. To children under fourteen (14) years of age, half 
rations will be issued; and to women and children, roasted rye coffee 
at the rate of ten (10) pounds, or tea at the rate of fifteen (15) ounces, to 
every one hundred (100) rations.
