I. -Those volunteers who are now in the service of the United States 
for a longer period than three months, will be mustered for payment 
to include the 30th of June, 1861. Their officers are cautioned that 
the troops cannot be paid upon Muster-in rolls, and that'rolls, proper 
for this purpose, will be sent to them, which, when filled up, they 
will return to the Paymaster General in this city, that pay rolls may 
be made therefrom. 
II. .The existing regulations upon the subject of the appointment 
of Sutlers in the Army are hereby rescinded, and henceforth these 
appointments will bo made by the Secretary of War.
