At a General Court Martial, held in the city of Richmond, Va., April 5,1863, pursuant to General Orders, No. 35, Head Quarters Depart- ment of Henrico, 1862, and of which Col. James L. Henderson is presi- dent, was arraigned and tried : Major Elias Griswold, P. A. C. S., on the following Charges and Specifications: Charge Ist, - - - - Disobedience of lawful orders. the 2d day of January 1863, at Richmond, Va., did give a written permit to one James E. Lipscomb, to bring into the said city of Richmond ninety-one barrels of brandy, in violation of the lawful command of his Specification—ln this, that the said Major Elias Griswold, on or about superior officer, Brig. Gen. Jno. H. Winder. Charge 2d, ... Conduct to the prejudice of good order and military discipline. Specification—ln this, that the said Major Elias Griswold, on or about the 2d day of January 1863, at Richmond, Va.,did give a written permit to one James E. Lipscomb, to bring into the said city of Richmond ninety-one barrels of brandy, after the publication of General Orders, No. 41, issued from the Head Quarters of the Department of Henrico, re- quiring that all applications for permits to bring intoxicating liquors into Richmond, should be addressed to said Head Quarters. Finding and Sentence of the Court. The Court having maturely considered the evidence adduced, find the accused as follows:- Of the Specification of Ist Charge, - Guilty. Of the Ist Charge, - - * * ' Guilty. Of the Specification of 2d Charge, - Guilty. Of the 2d Charge, - '* * • * Guilty. 2 And the Court do therefore sentence the said Major Elias Griswold te be privately reprimanded by the Commander of the Department of Henrico. The Court is thus lenient ip its sentence, because it is satisfied, that although there was a technical violation of orders by the accused, it arose from inadvertence, and'was not accompanied with any evil intent or im- proper purpose. 11. The proceedings, finding and sentence in the foregoing case having been submitted to the Secretary of War, and by him duly considered,’are approved.
