Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That on and after the day of , in lieu of the duties heretofore imposed by law on the articles hereinafter mentioned, there shall be levied, collected, and paid, on the goods, wares, and merchandise herein enumerated and provided for, imported from foreign countries, the following duties and rates of duty, that is to say: Present Tariff. That any wines, brandies, or other spirit- uous liquors imported on and after the first day of , eighteen hundred and sixty-seven, in any less quanti- ties than herein provided for shall be forfeited to the United States. On all Spirituous Liquors not otherwise provided for, in this act, two dollars per gallon; Provided, That no lower rate or 100 per cent $2 per gal. amount of duty shall be paid on brandy, spirits, and spirit- , u >us beverages than that fixed in this act, for spirits con- taining fifty per centum of alcohol, Tralles' standard; but the rate or amount shall be increased in proportion to the amount of alcohol contained, for any greater alcoholic strength than that of 50 per centum of alcohol. And provided further, That all imitations of brandies, spirits, or wines, imported by any names whatever, shall be sub- ject to the highest rate of duty provided for the genuine article respectively intended to be represented, and on all compounds or preparations of which distilled spirits are a component part of chief value, there shall be levied a duty not less than that imposed upon distilled spirits of like strength ■ On Ale, Porter, and Beer in bottles, thirty-five cents per gallon ; 35 cts. p. gal 50 cts. p. gal. 35 cts. p. gal. otherwise than in bottles, twenty cents per gallon 20 cts. p. gal. 35 cts. p. gal. 20 cts. p. gal. Proposed Kates On Snuff and Snuff Flour, manufactured of tobacco, ground, dry, or damp, and pickled, scented, or otherwise, of all descriptions, fifty cents per pound On Cigars, Cigarettes, and Cheroots of all kinds, three dollars per pound, and in addition thereto, fifty per centum ad va- lorem ; and no tare for the box in which any cigars, cheroots or cigarettes are packed shall be allowed in ascertaining the weight: Provided, That paper cigars and cigarettes, including wrappers, shall be subject to the same duties as are herein imposed upon cigars : 50 cts. p. lb. $3 per lb. and 50 per cent. • 50 cts. p. lb. $3 per lb. and 50 per cent. And provided further, That from and after the passage of this Act, no cigars shall be imported unless the same are packed in boxes of not less than five hundred cigars in each box ; and no entry of any imported cigars shall be allowed of less quantity than three thousand in a single package ; and all cigars on importation shall be placed in public store or bonded warehouse, and shall not be removed therefrom until the same shall have been inspected and a stamp affixed to each box indicating such inspection, with the date thereof. And the Secretary of the Treasury is hereby authorized to provide the requisite stamps and to make all necessary regulations for carrying the above provisions of law into effect. 8 COTTON AND MANUFACTURES OF COTTON. Sec. 2. And be it further enacted, That in lieu of the duties heretofore imposed by law on the im- portation of Cotton, and the manufactures of Cotton, there shall be levied, collected, and paid the follow- ing duties and rates of duty, that is to say: Present Tariff. CLASS 4. • On all other manufactures of cotton commonly sold or purchased by the yard or other lineal measure or by the piece, com- prising twills over four-leaved, satteen jeans, nets, lappet and jacquard made fabrics, damasked and figured fabrics, cords, beaverteens, velvets, velveteens, and fabrics em- broidered or tamboured in the loom, not otherwise pro- vided for in the brown, grey, or unbleached condition, six 35 per cent. 40 per cent 6c. p. sq. yd. cents per square yard; if bleached, colored, stained, painted, or printed, six cents per square yard, and in addition thereto twenty per centum ad valorem. Provided, That if the duties imposed upon manufactures of cotton, included in the four foregoing classes, shall amount upon brown, grey, or unbleached fabrics to less than thirty per centum ad valorem, then the duty shall 35 per cent. 40 per cent. 6c. 20 p. sq. yd. and per cent. be assessed at thirty per centum ad valorem; upon 30 per cent. bleached fabrics to less than thirty-three and one third per centum ad valorem, then the duty shall be assessed at thirty-three and* one third per centum ad valorem ; upon 33 J per cent. colored, stained, painted, or printed fabrics to less than thirty-five per centum ad valorem, then the duty shall be .assessed at thirty-five per centum ad valorem. 35 per cent. 10 - - - -- CLASS 5. spool thread of cotton, ten cents per dozen spools, con- taining on each spool two hundred yards or less, and in Present Tariff. On all manufactures of cotton mixed with other material, in which cotton is the material of chief value, and not herein otherwise provided for, there shall be levied, collected, and paid the same duties as as are herein provided for similar manufactures composed wholly of cotton. WOOL AND MANUFACTURES OF WOOL. Sec. 3. And be it further enacted, That in lieu of the duties heretofore imposed by law (on the articles mentioned and embraced in this section), there shall be levied, collected, and paid, on all unmanufactured wool, hair of the alpaca, goat, and other like animals, imported from foreign countries, the duties hereinafter provided. All wools, hair of the alpaca, goat, and other like animals, as aforesaid, shall be divided, for the purpose of fixing the duties to be charged thereon, into three classes, to wit: CLASS 1 .-Clothing Wools : That is to say, merino, mestiza, metz, or metis wools, or other wools of merino blood, immediate or remote; Down clothing wools; and wools of like character with any of the preceding, including such as have been heretofore usually imported into the United States from Buenos Ayres, New Zealand, Australia, Cape of G-ood Hope, Russia, Great Britain, Canada, and elsewhere, and also including all wools not hereinafter described or designated in classes two (2) and three (3). CLASS 2-Combing Wools: That is to say, Leicester, Cotswold, Lincolnshire, Down combing wools, Canada long wools, or other like combing wools, of English blood, and usually known by the terms herein used; and also all hair of the alpaca, goat, and other like animals. CLASS 3-Carpet Woolsand other similar Wools: Such as Donskoi, native South American, Cordova, Valparaiso, native Smyrna, and including all such wools of like character as have been heretofore usually imported into the United States from Turkey, Greece, Egypt, Syria, and elsewhere. 12 For the purpose of carrying into effect the classification herein provided, a sufficient number of distinctive samples of the various kinds of wool or hair embraced in each of the three classes above-named, selected and prepared under the direction of the Secretary of the Treasury, and duly verified by him (the standard samples being retained in the Treasury Department), shall be deposited in the custom-houses and elsewhere, as he may direct, which samples shall be used by the proper officers of the customs to determine the classes above specified, to which all imported wools belong. Present Tariff. House Bill No. 718. Proposed Rates. • And upon wools of the first class, imported unwashed, the value whereof, at the last port or place whence exported to the United States, including charges in such port, shall be twenty-four cents or less per pound, the duty shall be six cents per pound; upon wools of the same class, imported unwashed, the value whereof, at the last port or 3 cts. per lb. to 6 cts. p. lb. 10 cts. p. lb. and 10 per cent. 6 cts. per lb. place whence exported to the United States, .including charges in such port, shall exceed twenty-four cents per pound, and not exceed thirty-two cents per pound, the duty shall be ten cents per pound, and, in addition thereto, ten per centum ad valorem ; upon wools of the same class, 10 10 cts. p. lb. and per cent. 10 cts. p. lb and 10 per cent. 10 cts. p. lb. and 10 per cent. unwashed, the value whereof at the last port or place whence exported to the United States, including charges in such port, shall exceed thirty-two cents per pound, the duty shall be twelve cents per pound, and, in addition thereto, ten per centum ad valorem. 12 10 cts. p. lb. and per cent. 12 cts. p. lb. and 10 per cent. 12 cts. p. lb. and 10 per cent. Upon wools of the second class, imported unwashed, and upon all hair of the alpaca, goat, and other like animals, the duty shall be six cents per pound. Upon wools of the third class, unwashed, the value whereof at 12 10 cts. p. lb. and per cent. 10 cts. p Jb and 10 per cent. 6 cts. per lb. the last port or place whence exported into the United States, including charges in such port, shall be fifteen cents or less, the duty shall be three cents per pound. Upon 3 cts. per lb. 3 cts. per lb 3 cts. per lb. wools of the same class, unwashed, the value whereof at the last port or place whence exported to the United States, including charges in such port, shall exceed fifteen cents per pound, the duty shall be six cents per pound: 3 cts. per lb. and 6c. p lb. 6 cts. per lb. 6 cts. per lb. 13 Provided, That any wool of the sheep, or Lair of the alpaca, goat, and other like animals, which shall be imported in any other than the ordinary condition as now and heretofore practised, or which shall be changed in its character or condition, for the purpose of evading the duty, or which shall be reduced in value by the admixture of dirt or any other foreign substance, shall be subject to pay twice the amount of duty to which it would otherwise be subjected, anything in this act to the contrary notwithstand- ing: Provided further, That when wool of different qualities is imported in the same bale, bag, or pa -kage, it shall be appraised, by the appraiser, to determine the rate of duty to which it shall be subjected, at the average aggregate value of the contents of the bale, bag, or package; and when bales of different qualities are embraced in the same invoice at the same price, whereby the average price shall be reduced more than ten per centum below the value ,of the bale of the best quality, the value of the whole shall be appraised according to the value of the bale of the best quality; and no bale, bag, or package shall be liable to a less rate of duty in consequence of being invoiced with wool of lower value: And provided further, That the specific duty upon wool of all classes which shall be imported washed shall be twice the amount of the specific duty to which it would be subjected if imported unwashed, and that the specific duty upon wool of all classes which shall be imported scoured shall be three times the amount of the specific duty to which it would be subjected if imported unwashed. • Present Tariff. On sheepskins and Angora goatskins, raw or unmanufac- tured, imported with the wool on, washed or unwashed, the • duty shall be twenty per centum ad valorem: and on 20 per cent 30 per cent. 20 per cent. woollen rags, shoddy, mungo, and waste, the duty shall be six cents per pound; and on woollen flocks the duty shall 3 cts. per lb 1 2 cts. p lb. 6 cts. per lb. be three cents per pound. 3 cts. per lb 12 cts. p lb. 3 cts. per lb. 14 Sec. 4. And be it further enacted, That in lieu of the duties heretofore imposed by law on manufac- tures of wool and similar materials, there shall be levied, collected, and paid on the goods, wares, and merchandise herein enumerated and provided for, imported from foreign countries, the following duties and rates of duty, that is to say: Present Tariff. And be it further enacted, That from and after the passage of this act, the importation of the articles mentioned and embraced in this section shall be absolutely prohibited ; and if imported or presented for entry in any collection district of the United States shall be declared forfeited, and shall be forfeited and disposed of as the Secretary of the Treasury may direct. 1. False or counterfeit money, or plates or dies for printing the same. 2. Indecent or obscene books, prints, paintings, photographs, cards, lithographs, engravings, or any other indecent or obscene articles. 3. Articles of foreign manufacture, and any package of such articles bearing any names, brands, marks or devices, being or purporting to be the names, brands, marks or devices of any manu- facturer or producer residing in the United States. DAMAGES TO IMPORTED MERCHANDISE. Sec. 20. And be it further enacted, That in all cases of claims for return of duties on imports on account of damage occurring on the voyage of importation, where the damage so determined under exist- ing laws shall exceed fifteen per centum of the value of the merchandise damaged, the same shall be sold at public auction by the collector under the same conditions as now regulate the sale of imported mer- chandise by the collectors of customs, and the amount of damage awarded shall be determined by such sale ; the sound value of the merchandise to be determined by the appraiser of damage: Provided, That, when in the judgment of the collector the public interests require it, the said sale may be made by the importer after due and sufficient notice ; and in such case the report of said sale shall be made to the col- lector, and shall be attested by the importer, on oath, as being bona fide to the highest bidder.
