January 5, 1983 Dear Dr. Koop: This letter follows my telephone conversation with your office confirming that you will be available on February 24, 1983 to speak at the National Council for International Health's (NCIH) Governing Board luncheon session. Dave Gwatkin and I are delighted that you are able to attend. The session will begin at 12:30 p.m. and last until 2 p.m. Lunch will be available and approximately 30 Governing Board representatives will be attending. I will call your office earlier that week to notify you of the exact location. We would appreciate if you and your staff would give the Governing Board members an overview of the future direction and activities which you anticipate the Office of International Health in HHS will be having under your leadership. We have heard much discussion regarding the cutbacks in staff at OIH. Therefore, areas of critical concern are the level of activities and future policy directions. Members of the Board would also be interested in knowing the status of international health activities at CDC and NIH (tropical diseases, etc.) as well as in other areas of the Public Health Service. Finally, if you have suggestions on how we at NCIH can be helpful in supporting your agency's efforts, these would be useful to know. Thank you again for agreeing to speak at our luncheon. We very much look forward to your presentation. We hope you, your family and staff have a very successful New Year. Very sincerely, Dr. Russell E. Morgan, Jr. Executive Director
