My wife experienced a very doleful herniated disk (C7) and that has bollixed a lot of our plans. She’s recovering now to where she is quite ambulatory and may start getting back to work in a week or so. Anyhow, I’ve been working on a Revised TOR, with help from the HA.OSD group at Skyline Towers, and request this now be adopted. No drastic changes, but some clarification. I doubt we’ll be able to schedule our first meeting till Labor Day -- Bill -- might we select a date now that you could address the TF? [ll shortly have a starting list of members. Sept: 4 5 8-11 15-18 are clear on my calendar. -- the later dates are more feasible for most; BUT obviously we are alreadyu delayed more than had been anticipated. I need some help on military rep’s: Army Sergeant-Major is that SMA Jack Tilley? Brian -- could you talk to him about whether he would delegate someone or be available to serve himself? Until the advent of an effective vaccine, quarantine may be the most effective means of containing the outbreak of SARS. However quarantine policy may have an adverse impact on DoD planning and operations by preventing the flow of personnel and materiel to areas of concern. It may also erode relationships with host countries, and impact our forces through anxieties about family members To integrate public health with military needs, on behaslf of national security, the Task Force should revieyw and assess the following: 1) Existing doctrine and process by which quarantine policy is generated, as applied to all personnel in OCONUS and well as CONUS theaters. 2) Required cooperation with non DoD agencies and non US government entities, including other countries 3) Capacity of local commanders to rapidly surveil disease status, and establish need, ways and means for quarantine in relation to their assigned missions. 4) Methods, technologies and legal doctrine to allow safe transport of personnel through quarantined areas, and restriction of movement where needed. 5) Sample scenarios 6) Coordination and allocation of DoD and non DoD resources to combat SARS; 7) Identification and tracking of individuals potentially exposed to SARS; The Task Force should also identify those features of the SARS guidance which may be applicable to future infectious disease outbreaks. To balance public health needs against national defense needs the Task Force should assess the following: 1)Required cooperation with non DoD agencies and non US government entities; 2)Rapid assessment of localized quarantine on DoD missions; 3)Methods and technologies to allow transport of personnel through quarantined areas to include the potential for international coordination; 4)Coordination and allocation of DoD and non DoD resources to combat SARS; 5)Identification and tracking of individuals potentially exposed to SARS; 6)Legal issues of quarantine to include restriction of individuals and to allow individuals to pass through quarantined areas. The Task Force should also identify those features of the SARS guidance which may be applicable to future infectious disease outbreaks. The study will be sponsored by me as the Under Secretary of Defense (Acquisition, Technology, and Logistics) and the Assistant Secretary of Defense (Health Affairs). Dr. Joshua Lederberg will serve as the Task Force Chairman. CAPT Francis Stewart, United States Navy, OSD(HA) will serve as the Executive Secretary. Commander Dave Waugh, United States Navy will serve as the Defense Science Board Secretariat representative. The Task Force will be operated in accordance with the provisions of P.L. 92-463, the "Federal Advisory Committee Act," and DOD Directive 5105.4, the "DoD Federal Advisory Committee Management Program," It is not anticipated that this Task Force will need to go into any "particular matters" within the meaning of Section 208 of Title 18, U.S. Code, nor will it cause any member to be placed in the position of acting as a procurement official.
