mg DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE CHARTER NATIONAL ADVISORY COUNCIL ON REGIONAL MEDICAL PROGRAMS Purpose The Secretary and the Administrator, Health Services and Mental Health Administration, are authorized under Sections 900-910, 42 USC 299-2994, of the Public Health Service Act, as amended, to make grants and contracts, to encourage and assist in the establishment of regional cooperative ar- rangements among medical schools, research institutions, and hospitals for research and training (including continuing education), for medical data exchange, and for demonstrations of patient care in the fields of heart disease, cancer, stroke, and kidney disease, and other related diseases, and for other purposes. The council will provide advice on policy and strategy for carrying out those responsibilities. Authority 42 USC 299e; Section 905 of the Public Health Service Act, as amended. Council is governed by provisions of Executive Order 11671 which sets forth standards for the formation and use of advisory committees. Function The National Advisory Council on Regional Medical Programs advises the Secretary and the Administrator, Health Services and Mental Health Ad- ministration, in the preparation of regulations for, and as to policy matters arising with respect to, the administration of this program. Reviews applications for grants under Title IX, and recommends to the Secretary with respect to approval of applications for, and the amounts of, grants under Title IX. Structure The Council consists of the Assistant Secretary for Health, as chairman, the Chief, Medical Director of the Veterans Administration who shall be an ex officio member, and 20 members appointed by the Secretary, not otherwise in the regular full-time employ of the United States, who are leaders in the fields of the fundamental sciences, the medical sciences, health care administration, or public affairs. At least two of the ap- pointed members shall be practicing physicians; one shall be outstanding in the study or health care of persons suffering from heart disease; one shall be outstanding in the study or health care of persons suffering from cancer; one shall be outstanding in the study or health care of persons suffering from stroke; one shall be outstanding in the study Page 2 or health care of persons suffering from kidney disease; two shall be outstanding in the field of prevention of heart disease, cancer, stroke, or kidney disease; and four shall be members of the public. Members are invited to serve for overlapping 4-year terms; terms of more than two years are contingent upon the renewal of the Council by appropri- ate action prior to its expiration. Management and staff services are provided by Special Assistant to the Director, Regional Medical Programs Service, who serves as Executive Secretary. Meetings Meetings are held three times annually at the call of the chairman, who also approves the agenda. Meetings are open to the public except as determined otherwise by the Secretary; notice of all meetings is given to the public. Meetings are conducted, and records of the proceedings kept, as required by applicable laws and Departmental regulations. Compensation Members who are not full-time Federal employees are paid at the rate of $100 per day, plus per diem and travel expenses in accordance with Standard Government Travel Regulations. Annual Cost Estimate Estimated annual cost for operating the committee, including compensation and travel expenses for members but excluding staff support, is $32,000. Estimate of annual manyears of staff support required is 1, at an estimated annual cost of $9,000. Reports An annual report is submitted to the Secretary and the Assistant Secretary for Health, through the Administrator, Health Services and Mental Health Administration, not later than August 15 of each year, which shall contain as a minimum a list of members and their business addresses, the dates and places of meetings, and a summary of committee activities and recommendations made during the fiscal year. A copy of the report is provided to the Depart~ ment Committee Management Officer. ~ Page '3 Termination Date Unless renewed by appropriate action prior to its expiration, the National Advisory Council on Regional Medical Programs will terminate on January 4, 1975.
