Coe Ce "On Monday, May 24, at his request, we had a meeting with Secretary Elliot Richardson fo discuss the Regl onal Medical Programs. | am sure that you will receive a full report from the Steering Committee which felt, .as I did, that the » meeting was remarkably successful. : "With Gordon Barrow leading the way, each person took full advantage of the opportunity to describe to the Secretary those features of the RMP that he felt were its chief assets, Because the perspectives were varied, the final descrip- tion was complete and convincing. "Probably the most important single comment by Mr. Richardson occurred in his nitial response. He had been told that there were many who thought that RMP was to be phased out by administrative action. He stated plainly and deliber- ately that this had never been intended by him or any members of his staff and wos not under consideration in any way. He went on to describe the many basic changes in the Federal health strategy whi ch had been developed in the past several months, culminating in the President's Health Message, subsequent legis lative proposals, and in other administrative actions. He emphasized the impor- tance to RMP of Area Health Education Centers, Health Maintenance Organiza~ tions," the extension of continuing education to areas which do not have medical © schools available to them, the strengthening of peer review, and the development of Physician's Assistants and similar new health personnel, | "He also noted that the combination of new Federal health activities inevitably ‘must, lead to true regionalization of health services if there Is to be a rational | system produced by all of these efforts. He said the legislative history of RMP - _and the language used in establishing and extending the programs were, in them-. _ selves, vague. He also recognized, however, that RMP's had developed programs “which are more, explicit than the language which the law would suggest. There _ continued on page 2 S are similar areas of legislative vagueness in other Federal programs which have caused confusion regarding their responsibilities in carrying out the Federal Health strategy. “Mr, Richdrdson indicated that extensive staff work was now under way to outline clear functions where they do not now exist. He went on to say hat it is possible that RMP __ may be a nucleus for these expanded activities. St SUS co ‘o “hope it is clear from this brief summary that the budgetary strains we have experi~ enced may very well lead to good results and fo an even stronger Regional Medical ‘Program. Most of the RMP's have long accepted broader goals than those originally assumed in the formative years when relatively narrow categorical activities were em- . phasized, | have every reason to believe that we have been moving in the right direc- tion and, if we manage our affairs prudently, will in the coming years have a major influence on national health events.” : - ke ee Dr. Barrow, Chairman, National Coordinators Steering Committee, has issued a state- ment to all RMP Coordinators which reinforces Dr. ‘Margulies’ feeling that the meeting was successful and that Secretary Richardson is now much more aware of how RMP might be utilized to help implement the Administration's health plans, specifically mention- ing Area Health Education Centers. He mentions that the conference lasted approxi- mately anohour and a half, ‘indicating the Secretary's interest. Dr. Barrow comments: We did:receive the impression that more money would be forthcoming in Fiscal Year 1971 over and above the $86.9 million budgeted, maybe for Area Health Education Cen- ters. Also, the budget for Fiscal Year 1971, now in preparation, may contain a sub- stantial increase--however, no commitments were made.. . The Steering Committee plans to meet within the next’ week or so to discuss some of the implications of our meeting with the Secretary.
