CONFIDENTIALITY OF MEETINGS

Regulations of the Public Health Service provide that discussions
of advisory groups shall be held confidential except as disclosure
is authorized by the Administrator, HSMHA.
_CONFEICT OF INTEREST

The tollowine extract trom the Department of Health, Education and
Welfare General Administration Manual is calted to the attention
of Public Health Service Consultants:

"Advisers and consultants serving as members ot public advisory
committees should not participate in situations in which a
violation of conflict of interest lawa and regulations is likely
to occur. Heads of Bureaus and Divisions should establish
procedures and controls to insure that a committee member is
disqualitied from pertorming duties or rendering advice which
will have a direct and predictable effect on the interests of

an organization or institution with which he is associated as

an employee or consultant or in which he has a financial interest.
In particular, committee members should not participate in the
evaluation of contract or grant proposals which will directly
affect the interests of such organization or institution."
