Heads of Bureaus and Divisions should establish procedures and controls to insure that a committee member is disqualitied from pertorming duties or rendering advice which will have a direct and predictable effect on the interests of an organization or institution with which he is associated as an employee or consultant or in which he has a financial interest. In particular, committee members should not participate in the evaluation of contract or grant proposals which will directly affect the interests of such organization or institution."
