LABEL IN PART : "JE, Brand Pure Pepper." NATURE OF CHARGE: Adulteration, Section 402 (b) (2), buckwheat hulls and salt had been substituted in part for pepper. Misbranding, Section 403 (a), the label designation "Pure Pepper" was false and misleading as applied to an article which consisted of a mixture of pepper, buckwheat hulls, and salt.
