ALLEGED SHIPMENT: On or about August 20, 1946, by O Donnell & Co., from Chicago, Ill. PRODUCT: 1 20-gallon barrel of grape beverage base and 1 20-gallon barrel of orange beverage base at Norwalk, Ohio. NATURE OF CHARGE: Adulteration, Section 402 (b) (2), saccharin, which has no food value, had been substituted in whole or in part for sugar in the articles; and, Section 402 (b) (4), saccharin had been mixed and packed with the ar- ticles so as to reduce their quality or strength and make them appear better and of greater value than they were.
