PRODUCT: 23 bags, each containing approximately 110 pounds, of shelled Bar- 
celona filberts at Los Angeles, Calif.
NATURE OF CHARGE: Adulteration, Section 402 (a) (3), the article consisted in 
whole or in part of a filthy substance by reason of the presence of insect- 
damaged nuts, larvae, insect excreta, and webbing.
