On May 10, 1918, the United States attorney for the Southern District of? Mississippi, acting upon a report by the Secretary of Agriculture, filed in the? District Court of the United States for said district an information against? the Producers' Cotton Oil Co., a corporation, doing business at Yazoo City,? Miss., alleging shipment by said company, in violation of the Food and Drugs? Act, as amended, on or about November 29, 1916, from the State of Mississippi? into the State of Indiana, of a quantity of cottonseed meal sold under contract? as 7 per cent, which was adulterated and misbranded. An examination of a sample of the article by the Bureau of Chemistry of? this department showed 6.02 per cent ammonia. Adulteration of the article was alleged in the information for the reason? that a substance, to wit, cottonseed hulls, had been mixed and packed there?? with so as to lower or reduce and injuriously affect its quality and strength,? and had been substituted in part for cottonseed meal, which the article pur?? ported to be; and for the further reason that a product containing less than? 7 per cent of ammonia, to wit, 6.02 per cent of ammonia, had been substituted? in whole or in part for 7 per cent ammonia cottonseed mea], which the article? purported to be. Misbranding of the article was alleged for the reason that it was food in? package form, and the quantity of the contents was not plainly and con?? spicuously marked on the outside of the package.
